This torii rises from the pond of the Japanese Hill-and-Pond Garden, designed by Takeo Shiota and opened in 1915. Modeled on the great gate of Itsukushima Shrine, it serves as a watery entrance to the garden's small shrine to Inari on the slope beyond the pond. The original shrine was burned down in the late 1930s amid anti-Japanese sentiment and replaced in 1960.
